Not Surprising

Quite predictable:
'£10 licence to smoke' proposed

Smokers would have to get a licence to light up under the plan
Smokers could be forced to pay £10 for a permit to buy tobacco if a government health advisory body gets its way.
No one would be able to buy cigarettes without the permit, under the idea proposed by Health England.
The one that will surprise y0u all is when they start charging for the air you breathe. It is - after all - a commodity in limited supply, something we must all have, and a zero-cost tax revenue.

Annual consumption based on body weight, or something simliar. Unlike drivers licences, this would be the first 100% participation revenue scheme ever. No exclusions, no exemptions, except for high-usage, long-winded politicans.

I can see it now... the earth is in peril! We are running out of oxygen! Breathe less, save the world and save money at the same time!

I'm just kidding... I think...
